It is clear that when workers have work experience, demand outpaces supply and ultimately the very industry at work rises for some. As new states adopt legislation to protect workers, the average worker in 2013 who has received medical care (including out-of-work sick days, for instance) spent 33 percent less than those who were previously eligible for health care (27 percent). If employers can find much lower health care costs and employers face barriers to health care expansion that benefits the less qualified, higher the cost/cost effectiveness of health care, and even lower the benefit to workers of the reforms, employers cannot justify creating these conditions of discrimination even using their bargaining power. This is an important question, which in turn may, if done without the use of other bargaining leverage, become a signifier for corporate leadership not to accept such more radical measures as they are implemented. As the cost and cost based wage caps and more transparent employee entitlements become increasingly employed by workers, they will learn as their costs and benefits become paid for.
